1971 was an exciting year for the townspeople of Fouke, Miller County, Arkansas. It was almost 52 years ago that they discovered they had their very own monster. Named by a local reporter, Jim Powell of the Texarkana Gazette and Daily News, the press had a hey-day and the newly named Fouke Monster even had a series of movies made about it. The monster inspired a yearly festival called the Fouke Monster Festival meant to bring up discussion and talk about lore regarding the local monster as well as other cryptids. All for a good cause of course, the money goes directly to the local school district. That being said, let’s take a little dive into the history and tale of the Fouke, AR monster.
A very small town, located 15 miles southeast of Texarkana, TX-Texarkana, AR, Fouke is still considered to be a part of the metropolitan area. It lies along Hwy. 71 and isn’t very far from the Red River. Originally inhabited by the Caddo Native Americans, like so many places time changes everything. However, this isn’t a tale about the history of Fouke, it is a tale of something or someone who scared some locals enough to simply leave the area and the legend is still told to this day. Let’s take a step back in time and re-visit this story…or is it just a story?
Believe it or not, per the Memphis Enquirer, a large, furry creature had been seen in the vicinity in 1851, and the Caddo Gazette reported on it in 1856. So the monster may not be as new to the area as previously thought. The next reports came in at the much later date of 1946 and some locals in Fouke claimed to have seen it in 1964 although it was not reported. These reports called it the Jonesville Monster as these sightings were closer to Jonesville (near Fouke). There was an alleged sighting by a young teenage boy in 1955 who described it as having reddish-brown hair, sniffing the air, and not reacting to birdshot when fired upon. Joe Nickell, an investigator, was of the opinion that it was a misidentified brown bear - which could be a definite possibility.
There have been several different reports on what it actually looked like but they do bear some similarities. Such as being large, bipedal, and with long dark hair. Over the years it has been described as anywhere from 7’-10’ tall, weighing 250-300 pounds or on the higher end up to 800 pounds. Many described it as having a galloping gait, and swinging its arms like an ape. Aside from the disturbing description it was also described as stinking like a combination of a skunk and a wet dog. I simply do not want to imagine the smell, lol. To top it off it was also described as having bright red, half-dollar size eyes.
What really brought it to the public attention was an attack on the home of Bobby and Elizabeth Ford on May 2, 1971. At the time of the attack Dave Hall was the news director of KTFS in Texarkana and Jim Powell was a reporter for the Texarkana Gazette and Daily News. Powell received a call from Hall about something strange going on down in Fouke and they decided to make the trip there. An ongoing story that in time became a legend. What more could a reporter ask for?
According to Powell, when they arrived the Fords were moving out after having only lived there a week. Packing their things into a waiting U-Haul, they were, excuse the bad pun, hauling ass outta there. From what the Fords reported to the police, Bobby and his brother Don had been doing a little hunting out back of the house when they heard a woman scream. They immediately took off for the house and were completely horrified. While they had been out doing their thing, Elizabeth was lying on the couch and the creature, which she assumed was a bear, reached in through a screen window and was chased away by her husband and brother-in-law. The Ford brothers fired seven shots and thought they hit it although no traces of blood were found. But, three-toed footprints were found around the house, scratch marks on the porch, and damage to a window and some siding were located.
Powell and Hall talked to someone at the hospital who told them that, “This guy is in shock.” I believe they were referring to Bobby Ford. Ford said he saw a 7’ tall creature that was 3’ across the chest. He also said he felt a hairy arm around his neck and he was so scared he ran, busting through a glass and wood front door.
The brothers said they shot it seven times and were pretty sure they had wounded it. All of their ammo had been used, but still - no blood. Powell said he dubbed it the Fouke Monster because of Elizabeth Ford’s description of the monster. When Powell got to the house the morning after the attack, he went behind the house, saw unusual footprints, and small saplings broken off headed into a wooded area. Some people thought it was a joke, others were of the opinion that when a traveling circus had come through the town years before, some of the animals had escaped and that was what was seen. Local officials were overwhelmed by the sheer number of monster hunters, calls, and tips. Miller County Sheriff, Leslie Greer, invoked a “no guns” policy in order to protect people from being accidentally hurt or killed.
A month after the Ford sighting, archaeologist Frank Schambach stated that in his opinion there was a 99% chance that the tracks were man made. He said that the tracks couldn’t be from an ape because all primates (including hominids) have five toes, there was no history of primates in the area, and apes are all diurnal, not nocturnal as the Fouke Monster appeared to be.
In May, 1971, D. C. Woods, Jr., Wilma Woods, and Mrs. R. H. Sedgass, reported something that resembled an ape crossing Hwy. 71, with more reports popping up from others. This included giant footprints showing up in Willie E. Smith’s soybean field located behind a local gas station. What was odd was that they were in a straight line, avoiding plants. According to one local, it was pure chaos. Non-locals were popping out of the woodwork. Little Rock, AR KAAY offered a bounty of $1,090.00 and a local man chipped in $200.00. A local woman who was sitting on her front porch said she saw the monster in a field across from her home. However, three jokers got caught when they claimed they were attacked by the monster when in fact they had likely just gotten into a fight fueled by alcohol and were fined $59.00 apiece for filing a false report.
By 1974, interest had dropped but started up again when tracks were allegedly found by two brothers in Russellville, AR, in March of 1978. Sightings were noted in Center Ridge, AR, and in July of 1978, there was another sighting in Crossett, AR. This time there were missing livestock and dog attacks. In 1991, it was supposed to have been seen jumping from a bridge. There were around 40 sightings in 1997, and in 1998 it was reported to have been sighted while crossing a dry creek bed about 5 miles away from Fouke.
Greer was Sheriff from 1967-1974 and said that he recalled hearing about the monster as far back as 1946. In his words, “"I was campaigning for tax assessor and stopped to talk to a lady sitting on her front porch," he said. "She lived about halfway between Fouke and the Below Bridge. She told me that she saw some kind of animal go down in the field in a low, bushy place. She said it looked kind of like a man, and walked like a man, but she didn't think it was a man." Of course, he never gave it much thought until 1971 when the Ford family was attacked. Most reports were hoaxes but there was serious concern that an innocent person would be harmed by the horde of monster hunters in town. There ended up being a lot of hurt feelings over trespassing on private property.
By 1986, most officials were of the opinion that the tracks were man-made. Greer’s colleague at the time, Chief Deputy H.L. Phillips said he hadn’t taken a call in years about it but he refused to argue with people who say they did see it because they were respectable, responsible people. He did state he didn’t believe in it but there were those who did and still do. Keep in mind, as Skeptoid states, all the evidence is anecdotal with not a thing that is able to be tested. It makes for a great story though!

VOCs

Nationally, nothing much different as far as XBB.1.5 goes, but EDIT: XBB.1.16(...NOT XBB.1.6) is making some very concerning gains on it every day.
In PA, we're pretty much full of XBB.1.5.x.y so far, not much XBB.1.16 yet which is good.
The CDC NOWCAST is still not updated as I post this.

Lineage News

XBB.1.16 is the top lineage of concern for the viral research community right now.
It's already been sequenced in at least 15 states including PA, and is already spawning subvariants (XBB.1.16.x.y).
The newest lineages are extremely concerning because the virus is starting to adjust proteins in the body of the virus and not just the spike proteins.
I'm going to add a nifty new educational website from Science.org to the "education" section here, that goes into detail how SARS-CoV-2 battles our immune system and what different proteins on the surface of the virus contribute to!
The mutated proteins on the virus greatly increases its ability to switch off interferons, avoid T-cells, and in a way, doesn't just "shut down the fire alarm", it also "cuts the phone cables" to the fire and police departments! Your immune system CANNOT HELP YOU if it doesn't know a pathogen is there!
This means eventually, more Long Covid cases, more immune dysregulation (if you or your kids have been mysteriously "always sick" in the past year or so, that IS immune dysregulation!), more mysterious sudden death including heart attacks, and more erratic and aggressive behavior.
All countries where XBB.1.16 is gaining ground are going vertical in numbers, though sample numbers are small yet. It'll be very important to keep watch of this variant.
All XBB lineages are at the dangerous intersection between high cell binding ability (causing more severe disease) and also high immune escape (which means vaccines are less effective in preventing infection, and prior infection is useless at conferring protection!)
Another lineage of concern is XBC.1.6 which is a true "Deltacron" recombinant. It's mostly in Australia right now. It's being monitored for international spread.

Wastewater

Nationally, there is a slight increase of COVID material found in wastewater, probably due to XBB.1.16 and XBB.1.9.1 adding themselves to the mix.
Regionally, the downward direction of cases is clearly slowing down a bit.
In PA, a concerning number of stations are starting to tick upward. Boosters will help control severe disease. Masks and air filteration are variant-proof!

Daily Numbers

Medriva has the PA daily average at 684 cases per day.
Walgreens has the national +rate at 25.0% (+0.3% to LW.) We might be seeing the start of XBB.1.9.1+XBB.1.16 growing.
In PA, the +rate is at 13.0% (-6.5% to LW)! This is fantastic! Let's work together to keep it this way! 💐

County Population Growth/Losses In A Year
It’s common knowledge that Greenville and Spartanburg Counties have been growing fast, but look at Jasper County! Is that population spilling over from Hilton Head/Bluffton? Or is it something else?
I assume Lancaster County is growing with people trying to live near Charlotte while avoiding North Carolina taxes and Berkley County with people who work in Charleston County. Would Horry County grow probably be people wanting to be near Myrtle Beach and the ocean despite its reputation?
And what’s up with Allendale County, besides about half the people living below the poverty rate?
Trying to learn my new home state after retiring here (I know the long time South Carolinians will flame me for that, but I am glad to be here).

Just what the title says. Does anyone else refuse to buy flipped property? I've been looking for a month for a home in Santa rosa county. I toured a few before I started tooking at sales records on the county assessors office to help filter out these flipped houses.they buy them for 30 40 or 50k then slap on paint, cheap carpet,and hastily installed lvp.case in point a recently listed property on general Halsey in Milton. Purchased for 50k 7 months ago and now listed for 150k. Look at the pictures closely.its honestly insulting. Just wanted to see if I'm alone here .

2023.03.31 02:01 therealtoastmalone Seattle -> Chicago. Weather questions. Currently on the road now!

Hello All! I’m looking for some help regarding weather & road conditions - we’re not able to get what seems like correct weather reports.
My husband, 20month old son, & our frenchie are on the road to Chicago from Seattle, in our Tesla Model S - AWD, no chains. Our original plan was to make 3 overnight stops.
Yesterday we drove from Seattle to Missoula just fine. Today we planned to drive from Missoula to Glendive, MT. and we stopped by a snow storm the rolled through Butte. We’re now staying the night here, but will be able to get back on the road safely tomorrow morning.
We’re looking for the safest route to get from Butte to Chicago, and as mentioned above, are having a hard time with weather reports and road conditions.
Any help, insights, suggestions are appreciated!

"We are indeed in discussions with several U.S. federal agencies about potential financial assistance to the Project, but all have very strict rules about disclosure of those discussions and processes. I’m sorry but I cannot say anything more about this at present. "

CENTENNIAL, Colo. (January 4, 2023) – NioCorp Developments Ltd. (“NioCorp” or the “Company”) (TSX:NB) (OTCQX:NIOBF) today announced that its demonstration-scale processing plant (the “demonstration plant”) in Quebec, Canada has succeeded in obtaining a rare earth dissolution rate of 86-95% from Elk Creek ore through hydrochloric acid leaching, and has achieved a loading rate of rare earths as high as 99% in the follow-on solvent extraction recovery step. These relatively high rates, which were expected, point to potentially strong rates of overall recovery of separated rare earth oxides, subject to additional demonstration testing over the coming weeks.
Additional solvent extraction steps will be deployed to establish the ultimate recovery rates of potential rare earth products. The demonstration plant has further established that the rare earths recovered in the initial solvent extraction step are accompanied by only two impurities of note: iron and a very small amount of nickel. Given the success of this initial separation step, L3 and NioCorp expect that losses in the additional solvent extraction steps would be low.
NioCorp is currently focused on demonstrating its ability to recover three high-purity rare earth products: (1) neodymium-praseodymium (“NdPr“) oxide, which is the principal component of neodymium-iron-boron (“NdFeB“) permanent rare earth magnets, (2) Dysprosium (“Dy“) oxide, and (3) Terbium (“Tb“) oxide. Both Dy and Tb oxide are critical to the type of powerful NdFeB magnets used in the traction motors of electric vehicles. However, very little of these high-purity separated rare earth products are made outside of Asia.

“These results are in line with our expectations and they show that the ongoing work at the plant is proceeding in a positive direction,” said Scott Honan, NioCorp’s Chief Operating Officer. “In the coming weeks, we look forward to seeing the final results from the separations extractions testing that is now underway and to reporting those results to the public.”

ELK CREEK, Neb. — In this rural part of Nebraska, county-board agendas include moratoriums on solar farms and some residents scowl when they pass the handful of wind farms that have sprouted. But the idea of a new mine that could help power the transition to renewable energy has received broad support.
The tenor of these quiet flatlands, where deer bounce across gravel roads and neon sunsets scream across the long horizon, would change dramatically if mining for metals like niobium, scandium, titanium and rare earths begins.
But many people here think Southeast Nebraska, dotted with dying downtowns and aging residents, could play a small part in helping to solve a full-blown geopolitical crisis that Doc Evans, a Johnson County commissioner, summed up like this: “The trouble with China.”
Mr. Evans and numerous others welcome the digging that a company called NioCorp wants to begin because they feel it’s their patriotic duty. For too long, they said, the United States has depended on other countries for metals and minerals the nation could find at home, if only someone were willing to spend the money and effort to retrieve them.
“I think it’s good for our country,” said Don Othmer, who lives in Elk Creek, where the mine would be. Relying on other countries for raw materials means “we’re kind of held hostage,” he said.
Geological fate meted out hundreds of millions of years ago left the United States lacking rich stores of many of the raw materials found on the federal list of minerals critical to the economy and national security. The country has relied on imports of certain minerals and metals that are abundant in China and elsewhere and are needed for America’s fighter jets, building materials and cellphone batteries.
The United States is determined to no longer be dependent on other countries, particularly now as these materials, which are also used in making electric-vehicle batteries and for transmitting energy from wind turbines and solar panels to the power grid, are key ingredients for an economy that relies on renewables. Measures enacted under the Biden Administration offer major incentives to mining companies and processing facilities to do their work domestically.
But the biggest incentive is the market demand that has increased the price of metals including rare earths — a set of elements found together, with names like terbium and dysprosium — making it newly economical for mining companies to scour the nation for even small amounts that can be scraped from underneath the soil.
Downtown Tecumseh, Neb., one of the nearby towns that would feel ripple effects from a new mine.
NioCorp wants to bring in hundreds of workers and heavy drilling equipment to dig the metals. After decades of exploration and looking for financing, it soon may be able to get started, buoyed by new demand for a domestic supply of critical minerals and metals that can power America’s transition to renewable energy. And the company has embraced the messaging that plays well in this conservative area that counts patriotism as a key value.
“It will help America,” said Mark Smith, chief executive of NioCorp, which is based in Colorado.
The federal government is hoping to find new deposits of minerals and metals by carrying out projects to digitize information from 100-year-old geological maps and by flying survey planes all over the country. The government is also financing programs to comb through waste piles of old mines, including coal ash, for materials once deemed worthless. One program tests ways to sift minerals and metals from Superfund sites.
“Can the U.S. meet its own mineral supply needs? It’s a big, complicated question,” said Graham Lederer, researcher at the United States Geological Survey’s Geology, Energy & Minerals Science Center. “Anything could be a resource. You just need to develop the technology and bring the cost down.”
Just outside Elk Creek, pronounced by some locally as “Elk Crick,” workers from NioCorp are clearing trees to prep the land for digging, should it succeed in getting more financing. The company, now listed on the Toronto Stock Exchange, said it has lined up German buyers for some of its niobium.
Hundreds of people and a new governor-elect turned up for a series of town halls in November held by NioCorp. The meetings drew investors from Kansas City who snapped photos as they wandered Elk Creek’s tiny downtown past a bank, a post office, small grocery store and the Village Tavern, which is known for its signature drink, the Elk Creek Water (Mountain Dew, Squirt, 7 UP, vodka and gin) as well as an annual event where beef testicles are served (the “Nut Feed”).
“We’ve had a harder time keeping the younger generation here,” said Don Gottula, who owns a propane shop on Main Street. “We need a booster shot, I guess you could say.”
As the hunt for more materials used in batteries continues, energy officials predict more scenes across America like the one in Nebraska, a state with abundant cornfields and cattle but no operating mines. In Utah, a mine has begun producing tellurium. A new cobalt mine in Idaho is expected to be operational this year. New lithium mining is planned for North Carolina, and in California companies are trying out new technology to extract lithium from geothermal brines.
The world may need more than 300 new mines in the next decade to meet demand for electric-vehicle and energy-storage batteries, according to Benchmark Mineral Intelligence.
In Nebraska, metals that were a distant memory from high school chemistry class have become part of regular conversation. Like most people in the Elk Creek area, any of the dozen or so farmers who gather for morning coffee several days a week before the lanes light up at Harvest Bowl in nearby Tecumseh can speak fluently about niobium.
“Didn’t they put that in Superman’s underwear?” one joked on a recent morning.
Niobium might help batteries hold a charge longer, another said, and that’s a good thing out here where miles separate even gas stations. But did anyone ever consider what happens to the wind turbines and solar panels years from now when they no longer function?
“When they wear out there’s no place to go with them,” said Milton Buchholz, a retired farmer and former county roads department worker.
The conversation turned to the prairie fires and dust storms that swept across parts of Nebraska last summer. The crop-withering drought just won’t let up.
“I’m not convinced whether this is all man-made or God-made,” said Mr. Evans, the county commissioner who sat at a table near farmers in hats advertising pesticides and fertilizer and one that read “cow whisperer.”
“I know that we may be contributing but who did it 100,000 years ago when we had an Ice Age?” he added.
To build the mine here, workers would burrow nearly 2,500 feet into the earth, creating an underground mini city to operate machinery. Construction would take almost three years, requiring 400 workers and convoys of heavy trucks rumbling across the plains surrounding Elk Creek, population 98.
“If we want to give our kids a chance, we’ve got to use the resources we have,” said Harold Richardson, a farmer and retired teacher from Elk Creek.
China is the world’s main producer and processor of scandium and rare earths. America has only one rare earth mine, in Mountain Pass, Calif. It sends its ore to China for processing. (Mr. Smith of NioCorp is the former chief executive of MolyCorp, which used to own the Mountain Pass mine.)
Brazil is by far the world’s biggest producer of niobium, which is used to strengthen steel. China Molybdenum, a state-backed company, bought a key niobium mine in Brazil in 2016.
The importance of having a domestic stash of metals was highlighted in 2010 when China blocked exports of rare earths to Japan during a dispute over a fishing trawler incident, sending prices soaring. Since then, tensions between the United States and China only have escalated, prompting fears about politically and economically motivated supply-chain disruptions.
NioCorp executives say the amount of metals they could recover at Elk Creek would be scant compared to the Chinese supply; they are still determining whether they can economically retrieve the rare earths. The company plans to dig titanium, too (China, Japan and Russia are among the world’s biggest titanium producers), but niobium is the most abundant metal at the site, and if operations go forward, Elk Creek would be the only niobium mine in America.
Company executives say they expect demand for the metal to increase for use in new versions of lithium ion electric vehicle batteries under development.
NioCorp has obtained all the necessary permits to start digging. But if it digs the rare earths, NioCorp may need to look overseas for processing. A new processing facility that is in the works in Texas could take years to become operational.
“I’d really want to see these activities done in the United States or an allied country” such as Japan or Britain, said Mr. Smith of NioCorp.
New demand for greener sources of energy is fueling interest from Wall Street in the Elk Creek mine. But the messaging from NioCorp tends to focus on the metals’ traditional uses — in oil pipelines and guided missiles, residents said.
“NioCorp is being very thoughtful in how they’re communicating with Southeast Nebraskans,” said State Senator Julie Slama, who represents constituents in Johnson County, which has voted Republican in every presidential election since the 1960s. “In Nebraska, we have a sense of patriotism and desire to serve our country.”
People have been talking about a mine in Elk Creek since the early 1970s when, according to local lore, pilots reported their instruments went haywire while flying over southeast Nebraska. The real story: University researchers received a federal grant to fly over the state with instrumentation that identified changes in the earth’s magnetic field, indicating the possible presence of certain minerals and metals.
“The rocks are different here,” said Scott Honan, NioCorp’s chief operating officer.
Back then local workers were hired to carry out exploratory drilling, digging up hundreds of core samples, tubes of earth, for testing. Stacks of them are stored in metal sheds on Beverly Beethe’s farm, where the mine would be located. Residents signed land leases with the company, which eventually bought 226 acres. Some landowners netted lucrative deals and could receive royalty payouts of as much as $10 million a year.
But the deals created bad blood. Some residents who were left out were miffed. Others like Ms. Beethe question whether they got a fair deal, especially in an area where the price of farmland has recently skyrocketed.
“The way I got treated, I hope that they don’t treat the community that way,” she said.
Many residents also are worried about damage from the toxic chemicals used in mining and processing.
They wonder about cancer cases near the mine site. Rare earth metals are found alongside radioactive elements. Mr. Smith said that at Elk Creek the amounts are so small they don’t require state licensing, but he said as a precaution NioCorp plans to seek licensing anyway and will carry out required monitoring.
Higher paying jobs would be welcome in the area, residents said, but still they wondered, how will the mine ever be able to find 400 workers? The nearby state prison has tried to fill vacancies by nearly doubling starting pay, to $28 an hour. Staff shortages are so severe at the local school district that the superintendent is pondering a four-day week for the next academic year. He already doubles as a bus driver because he can’t fill the job.
And what if the workers do come? “Where the hell are 400 more people going to eat in this town?” said Tim Weber, who opposes the mine.
Residents like Lavon Heidemann, a former lieutenant governor from Elk Creek, have benefited from the mine already. He was paid to help drill exploratory hole No. 7 back in the 1970s and now works as a local representative for NioCorp, fielding questions from his neighbors.
Mr. Heidemann sometimes stares out from his hilltop farm at the blinking lights on the wind turbines several miles away. They bug him a little. He worries the nation might be transitioning too quickly to renewables. But, he said, the Elk Creek mine would be good for America.
“I wish it wasn’t in my backyard, but it is. Other people sacrificed, and we need to sacrifice too,” Mr. Heidemann said. “I love this country to no end. We have challenges today and if we can help make it a better place in an environmentally safe way then, hot dog, I want to be a part of that.”

CENTENNIAL, Colo. (February 6, 2023) – NioCorp Developments Ltd. (“NioCorp” or the “Company”) (TSX:NB) (OTCQX:NIOBF) today announced that its demonstration-scale processing plant (the “demonstration plant”) at L3 Process Development in Quebec, Canada has succeeded in producing a high-purity mixed rare earth concentrate from NioCorp’s integrated demonstration plant. These encouraging results lend support to the technical feasibility of separating high-purity oxides of several key magnetic rare earths, on which the U.S. is presently 100% dependent, primarily from China, from ore comprising the Elk Creek Critical Minerals Project (“Project“).
NioCorp’s patent-pending demonstration scale rare earth extraction and purification solvent extraction process operation is ongoing in Trois-Rivieres, Quebec, using solutions generated by the upstream operations of the demonstration plant. The rare earths were then precipitated out of solution, producing a solid that contains 6% praseodymium (“Pr“) oxide, 25% neodymium (“Nd”) oxide, 0.35% terbium oxide (“Tb“), and 1.6% dysprosium (“Dy“) oxide, with the balance of the solids consisting primarily of rare earths with minor base metal impurities.

Based on these results, and subject to additional demonstration testing over the coming weeks, L3’s process engineering team have determined that overall recoveries for these four magnetic rare earths are likely to be greater than 92% and meet commercial purity specifications for magnetic rare earth oxides.

(“NioCorp” or the “Company“) (TSX:NB) (OTCQX:NIOBF) is pleased to announce the receipt of a Letter of Interest from the Export-Import Bank of the United States (“EXIM“) for potential debt financing of up to $800 million through EXIM’s “Make More In America” initiative to fund the project costs of NioCorp’s proposed Elk Creek Critical Minerals Project.
EXIM’s communication to NioCorp states: “We are pleased to extend this Letter of Interest in support of the proposed capital funding plan by Elk Creek Resources Corp. for the Elk Creek Project. Based on the preliminary information submitted on expected exports and jobs supported, EXIM may be able to consider potential financing of up to $800,000,000.00 of the project’s costs under EXIM’s Make More In America initiative.” Elk Creek Resources Corp. is a Nebraska corporation wholly owned by NioCorp.
A project finance letter of interest from EXIM represents only a preliminary step in the formal EXIM application process, and the Letter of Interest states that the communication “does not represent a financing commitment” and “is not an explicit indication of the financial or commercial viability of a transaction.”

"We have made an internal estimate of the benefits of our planned products at a Scope 3 emissions level. However, the definition and applicability of Scope 3 emissions must eventually be determined by government regulators, and the SEC is examining many aspects of this issue now. At present and in general, carbon credits are created by mitigation measures taken at the Scope 1 emissions level, although there are several different approaches being examined across the U.S. As to DOE programs, I am not allowed to comment on that at this time."

Hallie was a top 20 girl, and she was bratty and spoiled. So why wasn't she casted? Both her and production found out that she was pregnant so she couldn't continue.

If you haven't received yours in the mail already, you probably will soon. It will contain a few bits of information from your Assessor...

Let's break each of these down and go into greater depth...

Your Property's Classification This one is about as straightforward as it gets. Is your property being used as a residence? An office? A warehouse? A school? A convenience store? A hospital? Minnesota has plenty of classification codes, but it's usually easy to tell how a property is being used.
Your Property's Valuation This is where things get complicated. There are three basic methods to calculate a property's estimated market value (EMV):
At least one of these approaches will be used to calculate your property's EMV, and the Minnesota Department of Revenue mandates Assessors to calculate properties' values within 90%-105% of what a property would realistically sell for on the open market. (Many County Assessors will target 95% because it's very easy to defend.)
Single-family homes typically use the sales comparison approach... unless they are fresh-built, then they might use the cost approach if the Assessor finds that to be more realistic.
A strip mall will probably use the income approach based on the market rates in that area. Or, if it's fresh-built, the Assessor might use the cost approach instead.
Those are just a couple examples.
A Quick Note Before Discussing Appeals Your typical County Assessor understands the classification and EMV of a property has the biggest impact on the size of your school, county, and state property tax bill... but has no control over the budgets of your school, county, or state. As one county administrator put it, "The school, county, and state all decide how big the pizza is... the County Assessor only decides how big each person's slice is." In other words, these units of government set their budgets (or levies), then the County Auditor uses the County Assessor's classifications and EMVs to figure out what that property's portion of the property tax bill should be. So it's understandable someone might want to appeal their property's classification and/or EMV for property tax reasons, but the County Assessor is only interested in making sure the property's classification matches its current use, and its EMV is reflective of what it would sell for on the open market as of January 2, 2023.

How to Appeal Your Property's Classification and/or EMV

There's three basic methods to appeal your classification and/or EMV: you can do an informal appeal, you can appeal through the local and county boards of appeal & equalization, or you can take your county to Minnesota Tax Court.
Informal Appeal This basically means you contact your Assessor and have a conversation about your property's classification and/or EMV. It may or may not result in your classification and/or EMV changing depending on the situation or the outcome of that conversation. The Assessor might ask to perform a complete interior & exterior inspection of your property before making any changes. If all of this is resolved at least 10 days before your Local Board of Appeal & Equalization (LBAE) meeting, a revised Valuation Notice could be mailed out to you, and the whole process is done. If you go past "The 10-Day Window" as we typically call it...
Formal Appeal - Step 1 This is where you appeal to your LBAE or Open Book (OB) meeting, depending on which one is mentioned on your Valuation Notice. If you haven't already, have a conversation with your Assessor about your property and see if a resolution can be made, or if an interior & exterior inspection of your property should be done before these meetings.
For a Local Board of Appeal & Equalization (LBAE) meeting, you must contact them and let them know you are appealing your classification and/or EMV. Instructions are on your Valuation Notice. The organizer of the meeting might ask you if you've had a conversation with your Assessor yet. The board consists of your town/city council members, or their designees. If you and your Assessor are unable to reach an agreement, you'll be expected to bring substantial proof of what you believe your property's classification and/or EMV really should be. (Maybe it's a recent appraisal, or a competitive market analysis by a reputable brokerealtor, each Board's requirements will vary; be sure to ask what information the Board wants when you set up your meeting.) Talking about property taxes or your personal finances is not advised since the main purpose of the meeting is to discuss your property's classification and/or EMV. If you can't appear in person, you can either submit your appeal in writing or send someone else on your behalf. If you and the Assessor reach an agreement before this meeting, there's technically no need for you to show up at the meeting because the Assessor will let the board know an agreement was reached, but I usually recommend my appellants show up anyways since a board can technically decide to reject any agreement if they choose to. It's extremely rare, I've only seen it happen a couple times in the past decade... and it's not fun. Just show up and enjoy watching a small part of your local government at work.
For an Open Book (OB) meeting... well, let's back up for a second. There's a few different reasons why an OB meeting exists...
Regardless of why the OB is happening instead of a legit LBAE, most property owners don't see the point in the OB since it's the County Assessor administering a meeting... to see if the County Assessor's classification and/or EMV should stand. It's kind of a "fox guarding the henhouse" situation, as one property owner told me when they learned their city failed to meet the LBAE requirements and went OB at the last minute... but now I'm drifting from the topic. Anyways. You don't need to participate in an OB meeting, but you have the option to attend in-person, send someone on your behalf, or submit a written appeal.
Formal Appeal - Step 2 This is when you appeal to the County Board of Appeal & Equalization (CBAE), and this can only happen if you have appealed to an LBAE already. It's a board that consists of either your County Commissioners, or their designees. Just like the LBAE, you will be expected to bring some substantial factual proof of what you think your property's classification and/or EMV is, such as an appraisal or competitive market analysis from a reputable brokerealtor. Talking about property taxes or your personal finances is not advised since the main purpose of the meeting is to discuss your property's classification and/or EMV.
Minnesota Tax Court This can happen regardless of whether or not you did any of the other appeal steps. You can decide to hire a lawyer, or you can represent yourself. You will be making your case before a judge of the Minnesota Tax Court under oath, and just as I've said before, talking about property taxes or your personal finances is not advised since the main purpose of the trial is to discuss what your property's classification and/or EMV. Court fees are involved, so it's always best to take care of things on the Local and/or County level if you can.

2023.03.30 02:55 Timely_Ad6439 Forgot to pay a fine for not having an updated inspection sticker

So today was the last day to pay a fine for not having an updated inspection sticker. I wasn't given the chance to get the inspection updated and get rid of the ticket, I was just given a fine. I went to try and pay online and it's saying that I can't pay it online and I have to contact the court. What are the consequences of not paying a fine like this on time? I plan on contacting the court tomorrow.
I'm in Lancaster County, PA.

I wanted to give everyone a heads up: Property tax valuation notices are being sent out, letting you know what your property taxes will be for next year (2024). Most of us are going to see some sort of increase, and some folks will see a pretty sizeable jump. What do you do if you think your home was valued incorrectly? Here are some steps you can take to appeal, but be aware that the appeal can end up in one of three results: The value stays the same, the value is lowered, or the value will be raised.
Steps to appeal
  1. Call your assessor at the number listed on your valuation notice. Often you can resolve issues by contacting your assessor.
  2. Further dispute your valuation or classification. Your value notice states which option you have for a further dispute — either an "open book" discussion with assessing staff or a meeting of the local board of appeal and equalization.
  3. Attend the county board of appeal and equalization meeting. If your city holds a local board meeting, you must attend that first, before the county board meeting. If you live in an “open book” city, you can go directly to the county board meeting. To attend the county board meeting, please contact them by the date on your valuation notice

2023.03.29 10:52 BurnerBaby9999 I put the wrong county when paying my speed ticket, is this gonna eff me over in the future? (Nebraska)

I got a speeding ticket on my way to work last week, I was pissed off but paid it the same day online, however it wasn’t until after work today I realized I listed the county I live in instead of where it happened. On the highway I take to work I briefly go through said county that I got the ticket, so I was confused until someone mentioned it to me. Is this going to cause me future issues? It’s already paid, the moneys gone, so is this alright? Couldn’t find anything online about it.
